Persian Document Legalization Dubai – Complete UAE & Iran Process

If you are submitting a document issued in Iran (in Persian or by Iranian authorities) to UAE authorities for official use, it must undergo full consular legalization. Neither Iran nor the UAE is a party to the Hague Apostille Convention, so documents cannot be legalized with an apostille; instead, they must follow the consular legalisation process.

Here’s how the process works.

Iranian Documents for Use in the UAE

  • Notarization in Iran: Your documents must first be certified by a competent Iranian authority or a notary public to confirm authenticity.
  • Attestation by the Iranian Ministry of Foreign Affairs: After notarization, the documents must be attested by the Iranian Ministry of Foreign Affairs (or the relevant official attestation body in Iran).
  • Legalization by the UAE Embassy in Iran: Once attested by Iran’s MFA, the documents must be submitted to the UAE Embassy or Consulate in Iran for consular legalization. This confirms the document is acceptable for use in the UAE.
  • Certified Arabic translation in the UAE: Upon arrival in the UAE, if required by the authority that will use the document, it should be translated into Arabic (or English, where accepted). The translation must be done by a certified translator recognised by the UAE Ministry of Justice.
  • UAE Ministry of Foreign Affairs & International Cooperation (MOFAIC) Attestation: The final step is attestation by MOFAIC in the UAE, which verifies all previous stamps and makes the document fully valid for UAE government, immigration, legal, and commercial purposes.

UAE Documents for Use in Iran

  • Notarization in the UAE: Start by having the UAE-issued document notarized by a UAE public notary or the relevant issuing authority. Personal documents, commercial contracts, affidavits, powers of attorney, and similar documents must be notarized where appropriate.
  • UAE Ministry of Foreign Affairs (MOFAIC) Attestation: After notarization, the document must be attested by MOFAIC in the UAE. This verifies the authenticity of the notary stamp or government authority seal.
  • Legalization by the Iranian Embassy in the UAE: Once MOFAIC attestation is complete, the document must be submitted to the Iranian Embassy or Consulate in the UAE (e.g., in Dubai or Abu Dhabi) for consular legalization. This confirms it meets Iran’s requirements for foreign documents.
  • Translation into Persian (if required): If the Iranian receiving authority requires it, the document must be translated into Persian (Farsi). This should be handled by a certified translator competent for official use in Iran.
  • Final verification in Iran: Depending on Iranian authorities, the document may be further reviewed or verified by Iran’s Ministry of Foreign Affairs or another government body upon arrival in Iran to complete its acceptance for legal, government, university, or business matters.

About the Persian Language

Persian (فارسی), also known as Farsi, is an Indo-Iranian language spoken by over 100 million people worldwide.

It is the official language of Iran and is also widely used in Afghanistan (Dari) and Tajikistan (Tajik), with Persian-speaking communities across the Middle East, Europe, and North America. Persian is written using a modified Arabic script, with additional letters such as پ، چ، ژ، and گ to represent sounds not found in Arabic.

Persian has a relatively simple grammatical structure compared to many other languages, with no grammatical gender or case system. Still, it relies heavily on context, formal phrasing, and fixed legal expressions, especially in official, civil, and court-issued documents.

Modern Persian used in government and legal documents follows standardized conventions, while older documents and regional administrative texts may use classical or highly formal language that differs from everyday usage.

These linguistic characteristics often create challenges in translation, including:

  • Literal translation of legal and civil terminology (e.g., شناسنامه, سند ازدواج, گواهی تولد, کارت ملی) without adapting them to UAE-recognized equivalents or international legal terminology.
  • Misinterpretation of formal legal phrasing, as Persian legal language often uses indirect expressions and formal constructions that do not translate word-for-word into Arabic or English.
  • Script-related errors, where Persian characters are incorrectly rendered, omitted, or confused with Arabic equivalents, leading to spelling inconsistencies in names, places, or legal terms.
  • Inconsistent transliteration of personal names, particularly when converting Persian names into English or Arabic, which can result in discrepancies across passports, visas, residency permits, and official UAE records.
  • Incorrect handling of dates and numbering, as Persian documents may use the Solar Hijri calendar, Persian numerals, or formal date expressions that must be accurately converted for international and UAE use.
  • Formatting and layout issues, including improper reproduction of stamps, seals, handwritten annotations, margins, or page order, are critical for embassy, court, and MOFAIC acceptance.
  • Use of non-certified translators, often leading to missing legal clauses, inconsistent terminology, or translations that fail to meet UAE Ministry of Justice or Iranian authority standards.

Working with a certified Persian translator ensures that every document is linguistically accurate, correctly transliterated, properly formatted, and fully compliant with the legal, immigration, and governmental requirements of both Iran and the UAE.
