Kurdish Document Legalization Dubai – Complete UAE & Country Process

Kurdish-language documents may originate from Türkiye, Iraq, Iran, or Syria, depending on the issuing region. Each of these countries follows different international legalization rules:

  • Türkiye: Is a member of the Hague Apostille Convention, however, the UAE is not, so an Apostille from Türkiye is not valid in the UAE.

  • Iraq, Iran, and Syria: Not members of the Hague Convention, an Apostille is not applicable; full consular legalization is required.

In general, for all Kurdish-language documents, an Apostille alone is not sufficient for use in the UAE. You must complete full consular legalization to make the documents legally valid in the UAE.

Kurdish documents for use in the UAE

  • Notarization in the Country of Origin: Have your Kurdish document notarized by a licensed Notary Public in the issuing country (Türkiye, Iraq, Iran, or Syria). This confirms the authenticity of the signature, seal, and content.

  • Legalization by the Ministry of Foreign Affairs (MFA): Take the notarized document to the Ministry of Foreign Affairs in the issuing country for authentication. The MFA confirms the notary’s authority and ensures the document is officially recognized.

  • Certified Arabic Translation (if required): Documents to be used for official purposes in the UAE must be translated into Arabic by a UAE Ministry of Justice–licensed legal translator. This ensures the translation is accurate and legally valid.

  • Legalization by the UAE Embassy: Once authenticated by the MFA, submit your document to the UAE Embassy in the same country (e.g. UAE Embassy in Ankara, Baghdad, Tehran, or Damascus). The Embassy will review and stamp the document, confirming it has been legalized properly.

  • UAE Ministry of Foreign Affairs (MOFA) Attestation: After arriving in the UAE, present your document to the UAE Ministry of Foreign Affairs (MOFA). MOFA attestation is the final step, validating the document for all official purposes in the UAE.

UAE documents for use in Kurdish-speaking countries

  • Notarization in the UAE (If Required): If the document is private (e.g. company document, affidavit, power of attorney), get it notarized by a UAE Notary Public. Government-issued documents may already have official seals, so you can skip this step.

  • UAE Ministry of Foreign Affairs (MOFA) Attestation: Have your document attested by the UAE MOFA. This verifies that the issuing authority and signatures are genuine.
  • Certified Kurdish Translation (if required): If the document is not in Kurdish, have it translated by a certified translator. This ensures the official authorities in the destination country can read and understand the document.
  • Legalization by the Relevant Embassy: Submit your MOFA-attested document to the Embassy or Consulate of the destination country in the UAE:
    – Türkiye: Turkish Embassy in Abu Dhabi / Consulate in Dubai
    – Iraq: Iraqi Embassy in Abu Dhabi / Consulate in Dubai
    – Iran: Iranian Embassy in Abu Dhabi
    – Syria: Syrian Embassy in Abu Dhabi
The Embassy will review and legalize the document.
  • Attestation by the Foreign Ministry: After Embassy legalization, some countries may require final MFA attestation upon arrival for full recognition (especially Iraq, Iran, and Syria). Once completed, your UAE-issued document is legally valid in the respective Kurdish-speaking country.

About the Kurdish Language

Kurdish (کوردی / Kurdî) is an Indo-Iranian language spoken by an estimated 30-40 million people across Iraq, Iran, Syria, Türkiye, and Armenia, as well as in diaspora communities throughout Europe and the Middle East.

It serves as an official language in the Kurdistan Region of Iraq and is widely used in administration, education, and media across Kurdish-speaking regions.

Kurdish consists of several distinct dialects, the most widely used being Kurmanji (Northern Kurdish) and Sorani (Central Kurdish). Kurmanji is written in the Latin script, while Sorani uses a modified Arabic script. This dual writing system, along with regional variations in vocabulary and grammar, often creates challenges in translation and standardization.

For example, the word “book” appears as pirtûk in Kurmanji but kitêb in Sorani, and key administrative or legal terms can differ significantly between dialects.

These linguistic and regional complexities can lead to common translation challenges, such as:

  • Confusion between Kurmanji and Sorani dialects, leading to misinterpretation in official or legal documents.

  • Inconsistent transliteration between Latin and Arabic-based scripts, causing name mismatches in passports, visas, or Emirates IDs.

  • Literal translation of Kurdish legal or administrative terms without adapting them to UAE equivalents.

  • Errors in academic or professional terminology, especially in certificates, licenses, or contracts.

  • Submitting uncertified translations, which may be rejected by UAE embassies, ministries, or courts.

Working with an experienced, certified Kurdish translation agency in Dubai ensures your documents are accurately translated, properly localized, and fully compliant with UAE standards.
