Amharic Document Legalization Dubai – Complete UAE & Ethiopia Process

Amharic document legalization follows a multi-step process involving local authority authentication, Ministry of Foreign Affairs attestation, and consular legalization. 

This process is necessary because Ethiopia and the UAE aren’t signatories to the Hague Apostille Convention. As a result, an apostille isn’t valid when submitting Amharic documents for use in the UAE or UAE documents for use in Ethiopia. 

Below is an overview of the steps:

Amharic Document to be Used in the UAE

  • Local Authority Authentication: The document must first be authenticated by the issuing authority in Ethiopia to verify its legitimacy. For an academic certificate, the relevant authority is the Ministry of Education; for a legal document, it is the Ministry of Justice. This official stamp confirms the document is genuine.
  • Ethiopian Ministry of Foreign Affairs Attestation: The original document and its certified translation (if required)  are then submitted to the Ethiopian Ministry of Foreign Affairs (MOFA) for attestation. This attests to the authenticity of the local authorities’ and the translator’s signatures and seals.
  • UAE Embassy Legalization in Ethiopia: The attested documents are then legalized by the UAE Embassy in Addis Ababa. This is a critical step, as the UAE Embassy is verifying the Ethiopian MoFA’s attestation.
  • Certified Translation to Arabic: Since the documents are in Amharic, they must be translated into Arabic for acceptance in the UAE. This translation can be completed in two ways:
    – In Ethiopia, by a government-recognized translator, before the MOFA and Embassy attestation
    – In the UAE, by a translator licensed by the UAE Ministry of Justice, after MOFAIC attestation. Both approaches are valid, but translations done in the UAE are often preferred to avoid rejections and ensure smoother acceptance by local authorities.
