Thai Document Legalization Dubai – Complete UAE & Thailand Process

For a document to be valid when moving between Thailand and the UAE, it must undergo a complete consular legalization process. This is because neither country is a party to the Hague Convention. Therefore, apostilles are not applicable.

Here is what the legalization procedure entails:

Thai Documents for Use in the UAE

  • Notarization by Thailand Authorities: The documents must then be notarized by the relevant authorities in Thailand.
  • Attestation by Thai Ministry of Foreign Affairs (MFA): The documents are then attested by the Thai Ministry of Foreign Affairs (MFA). Note: Educational certificates (degrees, transcripts) often require prior attestation from the Ministry of Education in Thailand before being submitted to the Thai Ministry of Foreign Affairs
  • Legalization at the UAE Embassy in Thailand: The next step is to have the documents legalized by the UAE Embassy in Thailand. Embassy legalization is a crucial part of the process.
  • Certified Translation into Arabic: Once the document has completed the attestation process in Thailand and is ready for use in the UAE, you must translate it into Arabic. This is a mandatory step for official use, such as for government ministries, courts, or visa and residency applications. A Ministry of Justice-approved translator must do the translation in the UAE.
  • UAE Ministry of Foreign Affairs & International Cooperation (MOFAIC): Finally, the documents must be legalized by the Ministry of Foreign Affairs and International Cooperation in Dubai or Sharjah.

UAE Documents for Use in Thailand

  • Notarization in the UAE: The document must first be notarized by the relevant authority in the UAE. For many documents, this could be a public notary or the issuing authority.
  • Attestation by the UAE Ministry of Foreign Affairs (MOFAIC): The document is then attested  by the UAE Ministry of Foreign Affairs & International Cooperation (MOFAIC), confirming the official signature and seal on the document.
  • Legalization by the Royal Thai Embassy in the UAE: After the MOFAIC attestation, the document must be submitted to the Royal Thai Embassy or Consulate in the UAE (located in either Abu Dhabi or Dubai) for legalization. This step validates the document for use in Thailand.
  • Translation into Thai (if required): For many official purposes in Thailand, the document will need to be translated into the Thai language. You should contact a certified translator in Thailand to do this translation.
  • Attestation by the Thai Ministry of Foreign Affairs: The final step is to have the document and its translation attested by the Department of Consular Affairs, Ministry of Foreign Affairs (MFA) in Thailand. This is the last official seal of approval, making the document legally valid for use within the country.

Note: Some documents have a time limit for attestation. For instance, the attestation by the UAE Ministry of Foreign Affairs and International Cooperation should not be older than one year from the submission date to the Royal Thai Consulate-General in Dubai.

About the Thai Language

Thai is a Tai–Kadai language spoken by over 69 million people, primarily in Thailand, as well as in parts of Laos, Myanmar, and Malaysia. It is the official and national language of Thailand. The language has its own unique script, the Thai alphabet, which is written from left to right.

Thai also has regional dialects that can be distinct from the standard form. While Standard Thai, based on the dialect of Bangkok, is used in media, education, and government, other dialects, such as Northern Thai (Kam Mueang), Southern Thai, and Northeastern Thai (Isan), have their own unique tones and vocabulary. These differences can sometimes be so pronounced that they are not mutually intelligible.

These regional and contextual variations often create challenges in translation, including:

  • Literal translation of legal or civil terms (e.g., ทะเบียนบ้าน, ใบเกิด, หนังสือเดินทาง) without adapting them to the correct jurisdiction.
  • Misuse of formal vs. informal registers can cause tone issues in official or business correspondence. Thai has a complex system of pronouns and honorifics based on social status, age, and relationship.
  • Challenges with the unique writing system, such as the lack of spacing between words, can lead to formatting errors and incorrect word segmentation in certificates or contracts.
  • Overlooking regional terminology, such as the differences between Central Thai (Standard Thai) and dialects like Northern or Northeastern Thai, in legal or immigration records.
  • Formatting errors that make official documents non-compliant with embassy or ministry requirements.
  • Reliance on non-certified translators results in rejected applications for immigration, study, or legal proceedings.

Working with a certified Thai translation provider ensures that every document is accurate and fully compliant with international standards.
