Estonia is a Hague Apostille Convention member, but the UAE is not and does not accept an Apostille in place of full legalization.

This means that documents moving between Estonia and the UAE must still undergo the traditional legalization process between the local authority, Embassy/Consulate, and the UAE MOFA.
