Hindi Document Legalization Dubai – Complete UAE & India Process

Legalization is necessary for your Indian/Hindi documents to be legally valid for official use in the UAE. The process involves several steps across India and the UAE.

Note: India has been a member of the Hague Apostille Convention since 2005. However, because the UAE is not a member, an apostille from the MEA alone is not sufficient. Indian documents must go through the complete attestation chain: State/Chamber → MEA → UAE Embassy in India → UAE MOFA (with certified Arabic translation if required).

For Indian documents to be used in the UAE

  • Document Preparation: Check that the original document is valid, complete, and contains the required signatures and seals (e.g., from issuing authorities such as universities, registrars, or government offices).
  • Regional Authentication Centre in India: The type of documents that need authentication determines the office where you should submit them. For example, you must submit educational records to the respective state education department or HRD. The State Home Department authenticates personal documents (such as birth certificates, marriage certificates, and affidavits), while commercial documents are submitted to the Chamber of Commerce.
  • MEA Attestation (Ministry of External Affairs, India): The MEA attests the document after the state or chamber has authenticated it. However, the MEA does not accept direct submissions, so you must submit the original document/true copy, along with a photocopy of the document and a photocopy of your Passport through one of the authorised outsourcing agencies. They include BLS, Superb Enterprises, IVS, Alankit, and Alhind.
  • UAE Embassy/Consulate Legalization in India: Once the MEA has attested the document, it must be legalized by the UAE Embassy or Consulate in India.
