Dutch Document Legalization Dubai – Complete UAE & Netherlands Process

The legalization of Dutch documents for use in the United Arab Emirates (UAE) or UAE documents for use in the Netherlands follows a structured, multi-step process.

Note: The Netherlands is a member of the Hague Apostille Convention, but the UAE is not. An apostille alone is insufficient; you need a full embassy and MOFAIC legalization.

For Dutch Documents to be Used in the UAE

  • Confirm Document Validity:  Ensure your Dutch document (birth certificate, marriage certificate, diploma, etc.) is complete and valid. In some cases, you may need prior notarisation at the district court, Chamber of Commerce, or Education Executive Agency (DUO) before proceeding to the next step.
  • Legalization by the Consular Service Centre (CDC) in The Hague: Submit the document to the Consular Service Centre (CDC) in The Hague for legalization. The CDC confirms the authenticity of Dutch documents and official signatures.
  • Legalization by the UAE Embassy in The Hague: After CDC legalization, the document must be further legalized by the Embassy of the United Arab Emirates in The Hague.
  • Certified Translation in the UAE (if required): If the document is in Dutch, it must be translated into Arabic (or English, if the target authority allows). Translation must be carried out in the UAE by a UAE Ministry of Justice (MOJ)-licensed legal translator, because UAE authorities only accept MOJ-stamped translations. Contact us to get certified Arabic translation from an MOJ-approved translator for your documents.
  • Final Legalization in the UAE: Once in the UAE, the document must be legalized by the UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC). This is the final step that makes the Dutch document valid for official use in the UAE.

For UAE Documents to be Used in the Netherlands

  • Document Preparation: Gather your documents and confirm if you need legalization to use them in the Netherlands.
  • Document Translation (if applicable): If your document is in Arabic, it must first be translated into one of the following languages: Dutch, English, French, or German by a sworn translator. Translations can be done in the UAE or in the Netherlands, but Dutch authorities (municipality, university, IND) often prefer translations by Dutch-sworn translators. Documents in English usually do not need translation.
  • Authentication by UAE Authorities: The document must be authenticated in the UAE by the relevant body. Educational records are submitted to the UAE Ministry of Education, and commercial documents are forwarded to the UAE Chamber of Commerce. In contrast, personal/legal documents are authenticated by a notary public (if required, e.g., affidavits, powers of attorney).
  • UAE MOFAIC Attestation: All documents must then be attested by the UAE Ministry of Foreign Affairs and International Cooperation (MOFAIC).
  • Legalization by the Dutch Consulate in Dubai or the Embassy in Abu Dhabi: After attestation by MOFAIC, the document and its translation, if applicable, must be legalized by the Consulate General of the Netherlands in Dubai or the Dutch Embassy in Abu Dhabi.

Note: Once legalized, your UAE document will be valid for use in the Netherlands (and Dutch Caribbean territories). However, Dutch authorities (e.g., municipalities, universities, and IND) may still conduct verification checks on authenticity and recency, as well as translation verification if the translation was performed outside the Netherlands.

About the Dutch Language

Dutch is the official language of the Netherlands and one of the official languages of Belgium (where it is often referred to as Flemish), Suriname, and several Caribbean territories. It is spoken by over 25 million people worldwide, with large communities in Europe, South America, and immigrant populations across the UAE and beyond.

Due to its role in government, business, and education, Dutch documents, such as birth certificates, marriage certificates, diplomas, and corporate records, often require precise translation and legalization for international use.

For example, Belgian Dutch (Flemish) uses terms like “goesting” for “desire” instead of the Standard Dutch “zin”, and words like “frigo” for “refrigerator” instead of “koelkast.”

These cultural and regional differences present challenges in Dutch document translation and legalization. They include:

  • Variations in regional terms and expressions (e.g., Standard Dutch vs. Flemish vs. Surinamese Dutch).
  • Literal translation of legal or administrative terms instead of jurisdiction-specific equivalents.
  • Formatting errors that may cause documents to be rejected by foreign authorities.
  • Reliance on non-certified translators, whose work is not accepted by embassies or ministries.

Working with an experienced, certified Dutch translation service in Dubai ensures your documents are accurate and fully recognized by UAE, Dutch, and international authorities.
