Turkish Document Legalization Dubai – Complete UAE & Turkey Process

Türkiye is a member of the Hague Apostille Convention, but the United Arab Emirates (UAE) is not. This means that an Apostille issued in Türkiye is not valid for use in the UAE. To use Turkish documents in the UAE, you must complete full consular legalization.

Below is a step-by-step guide:

Turkish documents for use in the UAE

  • Notarization in Türkiye: Have your document notarized by a licensed Notary Public in Türkiye. This confirms the authenticity of the signatures and seals on the document.
  • Authentication by the Governor’s Office (Kaymakamlık or Valilik): Submit your notarized document to the local Governor’s Office (Kaymakamlık or Valilik) for authentication. This step verifies that the notary’s signature and seal are legitimate.
  • Legalization by the Turkish Ministry of Foreign Affairs (MFA): Take your authenticated document to the Turkish Ministry of Foreign Affairs (Ankara or Istanbul offices).  The MFA confirms the document’s authenticity and prepares it for attestation by a foreign embassy.
  • Certified Arabic Translation in the UAE (if required): Documents to be used for official purposes in the UAE must be translated into Arabic by a UAE Ministry of Justice–licensed legal translator. This ensures the translation is accurate and legally valid.
  • Legalization by the UAE Embassy in Ankara (or Consulate in Istanbul): Present the MFA-legalized document (and translation) to the UAE Embassy in Ankara or the UAE Consulate in Istanbul. The Embassy will review and stamp the document, confirming it has been fully legalized in Türkiye.
  • Attestation by the UAE Ministry of Foreign Affairs (MOFA): Once in the UAE, have the document attested by the UAE Ministry of Foreign Affairs (MOFA). MOFA attestation is the final step, making your document officially recognized in the UAE.

UAE Documents for Use in Türkiye

  • Notarization in the UAE (If Required): If your document is a private or corporate document (like a power of attorney or company resolution), get it notarized by a UAE Notary Public. Government-issued documents may already carry official seals and may not need notarization.
  • Attestation by the UAE Ministry of Foreign Affairs (MOFA): Submit your document to the UAE MOFA for attestation. This verifies that the document was issued by a recognized UAE authority.
  • Certified Turkish Translation (if required): If the document is not in Turkish, have it translated by a sworn translator. This ensures the Turkish authorities can read and understand the document.
  • Legalization by the Turkish Embassy or Consulate in the UAE: Take your MOFA-attested document (and translation) to the Embassy of Türkiye in Abu Dhabi or the Consulate General in Dubai. They will review and legalize the document, confirming it is valid for use in Türkiye.
  • Submission to the relevant authority: Once legalized, you may need to notarize your document again before submission to Turkish authorities. You may need to confirm with the authority you’re submitting to.

About the Turkish Language

Turkish (Türkçe) is a Turkic language spoken by over 85 million people worldwide, primarily in Türkiye and across regions of Cyprus, Europe, and the Middle East. As the official language of the Republic of Türkiye, it is widely used in government, legal, academic, and commercial settings and holds deep historical and cultural importance across the region.

Modern Turkish is written using the Latin alphabet, adopted in 1928 during the language reforms of Mustafa Kemal Atatürk. The alphabet includes unique characters such as ç, ğ, ı, ö, ş, and ü, which can pose challenges in transliteration and official document translation.

Due to these linguistic features, translation errors can occur, such as:

  • Incorrect transliteration of special Turkish characters (e.g., “Ş” to “S” or “Ç” to “C”), leading to name mismatches in passports, visas, or Emirates IDs.

  • Literal translation of legal or administrative terms, causing confusion in contracts, certificates, or court documents.

  • Omission or misinterpretation of suffixes, which may change the meaning of official records.

  • Confusion with Ottoman or archaic Turkish terms found in historical or academic documents.

  • Submitting uncertified translations, which may be rejected by UAE embassies, courts, or ministries.

Working with an experienced, certified Turkish translation agency in Dubai ensures your documents are translated accurately, legally recognized, and fully compliant with UAE standards.
