Romanian Document Legalization Dubai – Complete UAE & Romania Process

Romania is a member of the Hague Apostille Convention, but the UAE is not. Therefore, apostilles are not valid in the UAE. Romanian and UAE documents still require full consular legalization.

Romania Documents to be Used in the UAE

  • Document Preparation and Initial Certification (Romania): Obtain the document from the issuing authority (e.g., Civil Registry, Ministry of Education, Court). Have the document certified by the relevant Romanian oversight authority (e.g., the Chamber of Notaries/Ministry of Justice for notarial acts, or the Ministry of Education for academic papers).
  • Attestation by Romanian Ministry of Foreign Affairs (MFA): Submit the certified document to the Consular Department of the Romanian Ministry of Foreign Affairs (MAE) for attestation.
  • Legalization by the UAE Embassy/Consulate (Romania): Submit the MAE-attested document to the UAE Embassy or Consulate in Romania for consular legalization.
  • Certified Arabic Translation: If the document isn’t in English or Arabic, you must get a certified translation. The translation must be done by a MOJ-approved translator in the UAE to ensure authorities accept it.
  • Final Attestation in the UAE (MoFA): Upon arrival in the UAE, submit the document to the UAE Ministry of Foreign Affairs and International Cooperation (MoFAIC) for the final attestation stamp. This step validates the document for all legal use within the Emirates.

UAE Documents to be Used in Romania

  • Obtain and Prepare the Original UAE Document: Obtain the original document issued by the relevant UAE authority. In most cases, you might have to submit them to the issuing authority for authentication. If the document is a private or corporate record, it may first need notarisation in the UAE before it can be legalised.
  • Attestation by the UAE Ministry of Foreign Affairs (MoFAIC): Submit the document to the UAE Ministry of Foreign Affairs (MoFAIC). This organization will authenticate the signature and seal of the issuing authority in the UAE. Without MoFAIC attestation, the document cannot proceed to the Romanian Embassy for legalization.
  • Legalisation by the Romanian Embassy/Consulate in the UAE: After the MoFAIC attestation, the document is taken to the Embassy of Romania in Abu Dhabi or the Romanian Consulate in Dubai. The Romanian diplomatic mission will legalise the document, confirming that it is officially recognised for use in Romania. This step bridges the UAE-issued document with Romanian legal standards.
  • Certified Translation into Romanian (if required): Once the document reaches Romania, it typically requires translation into Romanian. This translation must be carried out by a sworn or certified translator registered with the Romanian authorities. Both the legalised original and its translation are often required together for submission to institutions in Romania. Contact us for a certified Romanian translation with a 100% guaranteed acceptance rate.

About the Romanian Language

The Romanian language has approximately 24 million native speakers and around 4 million additional speakers worldwide. It is the official language of Romania and Moldova (where it is also referred to as Moldovan in certain contexts).

Romanian-speaking communities can also be found in Italy, Spain, the United States, Canada, and Israel, due to migration. Its use in government, business, law, and education makes it highly significant in both national and international contexts. Romanian also plays a strong cultural role within its global diaspora communities.

The language varies across regions and contexts. Standard Romanian is used in official, legal, and business communications, while regional dialects, such as Moldavian and Banat, may include distinct vocabulary, pronunciation, and expressions.

For example, specific legal or academic terms may differ between Romania and Moldova, and official correspondence may follow slightly different conventions depending on whether it is intended for EU institutions or local Romanian authorities.

These variations, combined with the language’s complexity, often lead to costly mistakes in translation, such as:

  • Literal translation of legal or administrative terms (e.g., Certificat de Naștere, Certificat de Căsătorie, Certificat de Înregistrare a Societății) without adapting them to UAE or international legal standards.
  • Incorrect use of formal vs. informal registers (dumneavoastră / tu), causing compliance or tone issues in official documents.
  • Misinterpretation of the Romanian case system and verb conjugations, which can lead to errors in contracts, certificates, or legal correspondence.
  • Overlooking EU-specific terminology or formatting required for recognition in immigration, education, or business contexts.
  • Formatting errors that make documents non-compliant with Romanian or UAE embassy requirements.
  • Use of non-certified translators, whose work may be rejected by the UAE, Romanian, or EU authorities.

Working with an experienced, certified Romanian translation agency ensures that every document is accurate, culturally appropriate, and fully compliant with Romanian, UAE, and international standards.
