Given that the UAE is not a member of the Hague Convention, any public document, regardless of its country of origin, must undergo a multi-step consular legalization process to be legally recognized in the UAE.

Here’s what the process entails;

Tamil Document from India/Sri Lanka for Use in the UAE

  • Initial Authentication in India/Sri Lanka: The document must be authenticated by the relevant authority (e.g., the Ministry of External Affairs in India or the Ministry of Foreign Affairs in Sri Lanka) in the country of origin. Note: In India, before submitting documents to the MEA, they often undergo authentication by the State HRD/Home Department, depending on the type (educational, personal, or commercial).
  • UAE Embassy Legalization: The authenticated document is then submitted to the UAE Embassy in New Delhi or Colombo for consular legalization. This is the last step in the country of origin.
